Fred Thomas "Tommy" Burks was born in Cookeville, Tennessee. He was affiliated with the Democratic Party. He served in the Tennessee House of Representatives from 1970 to 1978 and the Tennessee State Senate for the 15th District from 1978 to 1998.

This collection includes various Tennessee Tech programs, pamphlets, fliers, booklets, guides, brochures, and ephemera created by the University. Archives created the collection to deal with various materials that either had no obvious home in University Archives or materials that had provenance at one point, but it was lost over the years.
